HUD's Real Estate Assessment Center effectively and fairly measures the performance of a public housing agency (PHA) using the PHAS system. Agencies are scored in four categories: the physical condition of the property, management operations, financial position and statements, and effectiveness of capital fund management. The scores below represent a composite of all public housing developments in our portfolio - Moon Towers, Family Housing, and Bluebell Tower.
A HUD-contracted physical inspection of the property, including site, systems, buildings, dwelling units, and common areas. 40 points
Agency operations are assessed in the categories of unit occupancy, rent collections, and purchasing. 25 points
This sub-indicator measures an agency's financial solvency and viability. Debt service coverage, months expendable net assets, and assets-to-liabilities are measured as ratios. 25 points
This monitors an agency's ability to obligate its allocated capital funds, and to occupy units as a result of work done. 10 lpoints
Composite score encompassing all sub-indicators for all properties.

Moon Towers was last inspected on 03/31/2017. Based on the inspection results, Moon Towers is designated a High Performer for PASS.
Family Housing was last inspected on 02/26/2020. Based on the inspection results, Family Housing is designated a High Performer for PASS.
Bluebell was last inspected on 03/31/2017. Based on the inspection results, Bluebell Tower is designated a High Performer for PASS.

The Section Eight Management Assessment Program (SEMAP) measures the performance of the public housing agencies (PHAs) that administer the Housing Choice Voucher program in key areas of program management.
Proper selection of applicants from the housing choice voucher waiting list
Sound determination of reasonable rent for each unit leased
Establishment of payment standards within the required range of the HUD fair market rent
Accurate verification of family income
Timely annual reexaminations of family income
Correct calculation of the tenant share of the rent and the housing assistance payment
Ensure units comply with the housing quality standards before families enter into leases and PHAs enter into housing assistance contracts
Timely annual housing quality inspections
Performing of quality control inspections to ensure housing quality
Ensure that landlords and tenants promptly correct housing quality deficiencies
Ensure that all available housing choice vouchers are used
Total SEMAP score attained by the agency.
